Check that the configuration of the IRF has specified the members, the ports are OK, and the IRF is active.

One of them has a hardware resource mode of border40k and one of them has a hardware resource mode of l3gw24k, and it is not possible to IRF stack them with different hardware resources.
Just modify the hardware resource mode of one of them, refer to the following command:
