Is there any hardware limitation for UIS CPU over-allocation? Customers have reported that they cannot create new virtual machines when CPU utilization reaches 300%.
Solution
Hardware resources have a 300% over-allocation limit. It is generally recommended not to allocate more than 150% of the actual CPU resources to virtual machines, as it may affect their performance.
