According to the logs, the general process is that the primary AC has insufficient licenses, causing the AP to fail to go online on the primary AC. After going online on the secondary AC, a backup tunnel is established with the primary AC. Due to preemption being configured, the AP will switchover the primary link to the primary AC after some time. Subsequently, because the number of APs online on the primary AC exceeds the license limit, the AP is forced offline. This process repeats. It is recommended to configure sufficient licenses on-site.
